JTEG Technology Forum: Condition Based Maintenance (CBM+)

Abstract

CBM+ is the DoD’s key initiative for sustaining materiel readiness at best cost.  Founded on Reliability Centered Maintenance (RCM), CBM+ improves availability and reduces lifecycle cost by minimizing unscheduled maintenance and enabling predictive maintenance.  CBM+ turns rich data into information, which drives continuous improvement in sustainment effectiveness and efficiency. This forum will examine CBM+ implementation in DoD and review CBM+ best practices.  Discussion will include the techniques, processes, tools, and technologies that comprise the CBM+ strategy and have emerged as key leverage points for shaping future logistics costs, as well as improving readiness and availability.

Minutes

Event:  On 27 November 2018, the Joint Technology Exchange Group (JTEG), in coordination with the National Center for Manufacturing Sciences (NCMS), hosted a virtual forum on “Condition Based Maintenance Plus (CBM+) Technology”.

Purpose:  The purpose of this forum was to discuss CBM+ implementation in DoD and review CBM+ best practices being utilized in each of the military services.  The discussion included the techniques, processes, tools, and technologies that comprise the CBM+ strategy and have emerged as key leverage points for shaping future logistics costs, as well as improving readiness and availability.

Welcome: Greg Kilchenstein – OSD(MPP) welcomed everyone to the forum, thanked the presenters and all the listeners for their attendance, discussed the importance of CBM+ in DoD, and briefly reviewed the agenda.

Administrative:  This was an open forum. The presentations, along with questions and answers, were conducted through Adobe Connect. A separate audio line was used. Approximately 55 participants from across DOD and industry joined in the forum.

CBM+ Enablers – Nick Smith (NAVAIR 6.7.1.6) discussed the relationship between Reliability Centered Maintenance (RCM) and CBM, CBM+ activities, CBM+ enterprise capabilities, and how NAVAIR enablers drive CBM+ efficiencies. He described CBM+ enablers including the Naval Aviation Maintenance System (NAMS), NLign, Data Analytics (Vector), Aviation Logistics Environment (ALE), and Aircraft Component Tracking System (ACTs).

USMC NEXLOG Data-Driven Logistics (D2L) – M88 Predictive Maintenance Pilot– Justin Kirk (HQMC, I&L, NEXLOG Support) discussed a prototype predictive maintenance software solution to improve operational readiness for a legacy platform (M88). It uses prototype smart sensors to increase system life and resiliency through predictive modeling, machine learning, big data analytics, and Condition-Based Maintenance (CBM). Its potential uses include assessing the impacts of a commercial predictive analytics solution on maintenance planning, costs, & operational readiness.  Proof of concept will inform requirements for larger logistics predictive analytics and CBM+ capabilities.

Air Mobility Command CBM+ Implementation – Col Robert Jackson (AMC/A4Q) talked about implementing CBM+ through first, a two-prong approach:  1) Predictive algorithms, and 2) Enhanced Reliability Analytics; and second, using 4 Lines of Effort (LOE). The LOEs are: a) Operationalize CBM+; b) Predictive Maintenance Alert Loop (PMAL); c) Data Management Infrastructure; d) Enabling Technologies and Resources. Finally, Col Jackson stated that to be successful, we need to build the supporting CBM+ “eco-system”.

Readiness & Sustainability through CBM+ – CDR Jesse Black (NAVSEA 05ZB) discussed that NAVSEA is working to accelerate the implementation of enterprise CBM+ via the modernization of Integrated Condition Assessment System (ICAS) with enterprise Remote Monitoring (eRM) for Hull, Mechanical and Electrical (HM&E) systems. CDR Black described how RCM supports CBM+ and listed some accomplishments since 2017 and some expectations for FY2019 – FY2016.

Army CBM+ Overview – Dave Pack (HQDA G4) described the Army’s CBM+ operational view from current use of diagnostics, to near-term prognostics, and to a predictive environment in the future. Dave also discussed the Army’s CBM+ strategy roadmap.

Closing Comments: Greg Kilchenstein thanked the presenters for their contributions and all the work being done to support CBM+ implementation and strategy. He suggested continuing the information exchange beyond the forum and the importance of collaboration within the DoD maintenance community.
