On 12 December the Joint Technology Exchange Group (JTEG) Principals and designated representatives conducted a teleconference and remote slide presentations through the Defense Connect Online (DCO). Following is a summary of this meeting:
Review of Outstanding Tasks:
Plan of Action and Milestone (POA&M): The JTEG Principals were tasked to provide realistic dates for the activities in the POA&M by 13 Dec. Some of the JTEG Principals have provided the requested dates. The remaining Principals were encouraged to submit dates as soon as possible, or their silence will be considered consent. Greg Kilchenstein will work with LMI to determine realistic dates based on the input received to date. Dates will be annotated prior to the next JTEG meeting. Kurt Doehnart stated that NAVSEA concurs. (S: ~ Jan 17)
Service/Agency Technology Needs: JTEG members discussed obtaining the Services/Agencies technology needs and prioritizing those needs, preferably through the use of existing reports and resources. Services were asked to make a significant effort to obtaining this information in the near future. Tom Spitler and AFMC provided a briefing on the USAFs top Sustainment Technology Process (STP) needs (Discussed in more detail later).
JTEG Website:
Greg Kilchenstein navigated the JTEG website through DCO explaining the features and information posted at each of the tabs. The website’s purpose is to provide a tool to collaborate and exchange technology information among the DoD maintenance community. The website address is http://jteg.ncms.org. The website is under construction and not open to the public, but access is possible with a login and password (provided by NCMS). The JTEG Principals have all submitted the names of personnel who they want to have access to the website. Currently, a login and password also provides access to the working area which is used by the principals to submit and approve technology projects, ideas, and news. Several JTEG Principals have submitted technology ideas and information to test the system. It was noted that the submitters of the ideas were not receiving an email confirming receipt. NCMS identified the problem and corrected it.
The group discussed the issue of our current restriction which limits website postings to only open source information. Since the information will be available to anyone, some submitters may be required to obtain PAO approval prior to posting to the website. Some of these requirements may be Service specific and will require more research. An alternative is to have a website with controlled access such as login/password or CAC card access. Our research in setting up such a website on a DoD server such as OSD(ATL) discovered that it would require significant certification and accreditation procedures that would take a minimum of 6 months to a year to complete. LMI and the Services will continue to research the benefits and challenges associated with the different website hosting options available, and discuss at the next meeting. The JTEG’s target date to have the JTEG Website “Go Live” is the end of January.
Website Changes:
- The group discussed adding a new field to the Idea and Project submission forms that would capture the funding information on a submitted idea/project. It was decided to use “Percent Funded” and avoid the submission of actual funding amounts.
- A tab called “Site Change/Update Request” was added to the Working Area. This tab is to be used to correspond with NCMS on matters such as asking password to add a member, to recommend site changes, or provide updates.
- Another tab called “Submitted Ideas” was added to the “Working Area”. This tab lists all the Ideas and Projects that have been submitted to the website.
AFMC Sustainment Technology Process Brief:
Mr. Gary Bain from AFMC presented a briefing on the AFMC Sustainment Technology Process. Although the information is more than a year old, the STP objectives and process are very similar to the JTEG’s objectives for DoD. STP has a scoring process that looks at subjective information such as return-on-investment and technology readiness levels to prioritize their technology needs and projects. NAVAIR stated that they have a similar list, and NAVSEA and Army probably do also. DoD needs a venue such as the JTEG to coordinate these Service processes and share ideas amongst the Services.
Mr. Robert Kestler, NAVAIRDEPOT, agreed to brief NAVAIR requirements and their project process at the next JTEG meeting.
