Commercial Technologies for Maintenance Activities (CTMA) program

JTEG Forum Minutes

 

Event:  On 26 March 2024, the Joint Technology Exchange Group (JTEG) hosted a virtual technology forum on the “Commercial Technologies for Maintenance Activities (CTMA) program”.

Purpose:  The purpose of this forum was to describe the Commercial Technologies for Maintenance Activities (CTMA) program and how it can be leveraged to support technology insertion and demonstrations in both the DoD and industry.  Additionally, several current and previous CTMA Program participants constituted a panel which shared their experiences with the forum.

Welcome:  John Shultz, ODASD (Materiel Readiness), welcomed everyone to the forum, and provided a brief introduction of the significance of the CTMA program to the DoD maintenance community and industry.

Administrative:  There were approximately 63 people in attendance on the open forum. The presentations, along with questions and answers, were conducted through MS Teams which also offered a chat capability for comments and Q&A. The CTMA Program overview included an approximately 45-minute brief with accompanying slides. CTMA Overview – Steve McKee, ODASD(Materiel Readiness), provided an introduction to the CTMA Program, followed by a brief 2-minute video. Debbie Lilu, VP Maintenance & Sustainment, Business Development-National Center for Manufacturing Sciences (NCMS) led a 45-minute presentation/discussion describing the CTMA Program and how both DoD and industry can leverage the program to bring new technologies to the workplace.  Debbie provided a quick background of NCMS, then proceeded to provide an overview of CTMA to include the program goals, technology focus areas, project impact, and DoD funding profile. She described the CTMA program as providing a streamlined contracting process for multiple project partners geared towards supporting technology demonstration, evaluation, and validation. It is not an acquisition tool.

CTMA User Panel – Three prior and present CTMA partners, – Al Lowas (AFMC), Brett Anderson (NAVSEA), and David Koch (DLA) shared their experiences using the CTMA program and answered questions from the virtual audience. They described how quick the process occurs and how they were able to utilize the program to support their technology effort’s.

Q&A – The Q&A occurred throughout the entire session as the presenters and panelists were viewing the questions in the Chat.

Closing Comments: Steve McKee and John Shultz thanked the panelists and participants for their attendance and discussions on the CTMA Program and all the work being done to support the development and implementation of maintenance innovations in support of DoD operations.
