JTEG Principals Teleconference Minutes – 10 December 2015

On 10 December 2015 the Joint Technology Exchange Group (JTEG) Principals and representatives conducted an annual face-to-face teleconference. A brief summary of the teleconference follows:

Maintenance Cost Cutting Study:
Greg Kilchenstein described an ongoing OSD/JCS J4/LMI study that uses an LMI database /model to categorize DoD annual maintenance costs and availability to determine the potential impacts a select technology could have on improving DoD maintenance in the applied focus area. The JTEG Principals are very interested in the potential uses of the tool and requested more details on the data sources. Eric Hertzberg (LMI) will brief the model at the next JTEG Principal’s meeting on 6 January.
JTEG Technology Forums:
Composite Material Repair Update (15 December): NAVSEA, NAVAIR, and Army have identified briefers. Luke Burke was going to follow-up with Hill AFB and Wayne Ayers to identify a briefer. Greg Kilchenstein is going to reach out to Rusty Waldrop and ask if he could brief the MIC award winner “USCG Aviation Bonded Material Inspection System”. 
Note: The JTEG asked Luke Burke to provide a copy of the new process they have implemented to approve and publish technical information.
Integrated Circuit Repair & Manufacturing: Throughout the symposium it was observed that there is a great deal of interest in integrated circuit repair and manufacturing. The JTEG is going to add a technology forum on this topic and will include Corey Kopp’s (Keyport) Assembled Replacement Integrated Circuits (ARICs) MIC finalist. The forum is scheduled for 19 Jan (1300-1500 EDT).

Sustainment Technology Policy
Greg Kilchenstein polled the JTEG on whether a Sustainment Technology policy was needed, and received support to initiate the policy development. The policy will offer guidance and information to align people and resources towards more efficient and effective sustainment technology practices. Greg also plans to ask Mr Berteau for “seed money” for sustainment technology projects as part of a Sustainment Technology Program (STP). Greg Kilchenstein/LMI will conduct a “white board session” and develop a draft by early-mid January.
JTEG Website:
Briefly reviewed the JTEG website to include tech forums and recent events.
Submit a Project Idea.  The website needs to be updated reference this action. Greg, Debbie, Doug, and Ray will meet to discuss. It was also suggested to have quarterly “Calls for Technology”.
CTMA Website: The JTEG stressed leveraging the CTMA venue by using their bulletin to disseminate information. This will be discussed at the 6 Jan JTEG Principals’ meeting.
The JTEG discussed using the JTEG Website to share Service events to include links to the SBIR programs, possibly in the “working area”.
Action Items:

1) Brief the Maintenance Cross-Cutting Study at the next JTEG Principal’s meeting on 6 January. (Eric Hertzberg, LMI)

4) Schedule an additional JTEG Tech Forum on “Integrated Circuit Repair & Manufacturing” on 19 Jan (1:00 – 3:00 pm EDT).  (Ray Langlais, LMI)
5) Conduct a “white board session” and develop a draft Sustainment Technology Policy by early-mid January. (Greg Kilchenstein/LMI)
6) Meeting to discuss “Submit a Project” process on the JTEG Website. (OSD(MPP), NCMS, LMI)
7) Brief the CTMA program collaboration opportunities at 6 Jan JTEG Principals’ Meeting.
