Problem Definition | Oxy-Fuel cutting is currently the most commonly used method for large scale metal cutting and preparation operations, e.g. ship breaking. While this method is both cost effective and efficient it also creates large quantities of visible emissions, metal fumes and debris. This has led to compliance issues with air pollution requirements (Notice of Violations (NOVs)) and storm-water discharge requirements (contributor to National Pollutant Discharge Elimination System (NPDES) Permit discharge violations). Alternative methods available at this time are nowhere near as efficient; employing these would negatively impact projects in the form of increased costs and lengthened schedule durations. |
Proposed Solution | Develop alternative metal cutting methods and explore new methods to either reduce or properly capture emissions, i.e., effective methods of paint removal, encapsulation of work areas, portable vent systems, etc., to eliminate visible emissions and reduce heavy metal discharges in order to comply with air operating and water discharge permit requirements. |
Expected Result | An optimized opacity strategy to reduce costs and delays during Naval Vessel disposal phases. Technology implementation for replacement of Oxy-Fuel cutting and methods to control opacity concentrations to meet required limits and to minimize particulated. |
Benefits | Compliance with Washington State and Puget Sound Clean Air Agency opacity requirements, Federal Clean Water Act, and reduction of costs. |
