On 3 May 2017, the Joint Technology Exchange Group (JTEG) Principals and representatives conducted a monthly teleconference. A brief summary of the teleconference follows:
- Review Previous Forum:
- Apr 25 – Automation & Robotics in Maintenance: We had approximately 35 participants, and all but one JTEG Principal. Forum went really well many positive comments. The Newport News “crawler robot” and the USAF use of drones to conduct inspections were a big hit. One comment was that it was great to hear that this technology was actually being used out in the DoD activities, not just viewed in demonstrations.
- Discuss upcoming JTEG Technology Forums:
- a) May 30 – Composite Materials Inspection & Repair: The group discussed several potential topics, including:
– NLign – Software from Etergent which loads repair data into 3D CAD modules for use in inspections and repair.
– Thermal Wave Imaging – Recent MIC winner and also won the CTMA Competition.
– Greg & Deb will work with the Composite TIM members to identify topics and briefers. POCs include Ken Patterson, Kim Cockrell, and Dave Matley.
– Janice Bryant will contact Carderock, Mantech, and Keyport for possible topics.
– Ray Langlais will develop a more detailed abstract for the forum.
- b) Jun 27 – Reverse Engineering, 3D Scanning & Prototyping: The focus is on Reverse Engineering. The 3D scanning and prototyping should be in context with reverse engineering.
- Discuss Sustainment Technology Policy
- Greg provided an update on STP coordination within OSD. The concept has been received favorably from leadership within L&MR and is gaining traction. The Strategic Capabilities Office has $1.3B in R&D funds and would be a great partner. The upcoming AT&L reorganization provides a great opportunity to socialize the concept and identify a possible organization to provide resources.
- A question was asked: What about the resourcing assets at the Service level? Greg replied that there have been discussions at that level and that some of the funds may be used to bring in additional resources.
- The future of the STP will be greatly influenced on how the pillars are aligned in the re-organization. We are optimistic that the re-alignment will provide resources and top-cover for the JTEG Principals.
- d) Discuss JTEG Principals’ input on the draft STP DoDI. Ray explained to the group that the draft DoDI attached to the invite has the comments/changes from the JTEG F2F conducted early in April, where roughly 40% of the DoDI was reviewed. Also included are the previous JTEG comments on the associated SD Form 818 (Comments Matrix). Greg asked the group to continue editing the draft DoDI and to send the comments to Ray. Greg stated that we are more concerned about the ideas, than the words, and asked everyone to submit their comments prior to the next JTEG Principals meeting on 7 June.
- New/Other Business:
- a) Maintenance Innovation Challenge (MIC): Ray stated that the submission window for MIC innovations is now open and is the same process as last year. Submitters will find instructions and the link at the DoD Maintenance Symposium website, http://www.sae.org/events/dod/ and on the JTEG website, https://jteg.ncms.org/ . The deadline for submissions is 15 September. Similar to the past 2 years, the JTEG Principals will be asked to rank the submissions and select 6 finalists. This year we will use SAE’s myTechzone (MTZ) to automate the reviewing process. Instructions and a tutorial will be provided prior to the review period.

- Start identifying possible topics for 27 June forum on Reverse Engineering. The 3D scanning and prototyping should be in context with reverse engineering. (All)
- Complete edits/comments on the Sustainment Technology draft DoDI and submit to Ray prior to the next JTEG Principals meeting on 7 June. (All)
- Spread the word that the 2017 MIC Submission period has begun and submissions will be accepted until Sep 15, 2017. (All)
