On 24 September, 2013 the Joint Technology Exchange Group (JTEG) participated in a monthly teleconference. A brief summary of the teleconference follows:
Review JTEG Business since last meeting:
Greg Kilchenstein stated that beginning on October 9, the JTEG Principals, or their designated representative(s), will participate in a teleconference on the second Wednesday of each month. The purpose of this teleconference is to review new technology submissions submitted during the past 30 days, and to discuss any internal issues not appropriate for the larger JTEG community. The teleconferences will be scheduled for only 30 minutes.
Review Open Action Items:
- Discussion of the “Laser de-paint (or coating removal)” forum to be conducted early November.
- On September 13 a revised two-day agenda was sent to the JTEG Principals for comment. The format is a virtual forum scheduled over two consecutive afternoons (1300-1700 EST). The current agenda involves conducting a deep dive into the existing laser de-coating capabilities on the first day, and on the second day discussing challenges, enablers, and transition. These second day topics could include funding, BCA’s, facilities, safety requirements, specifications and standards, and transitioning “joint” solutions versus “one-offs”.
- The below personnel were identified as the Agency/Service leads for the forum and will be responsible for coordinating the actions within their agency/Service:

- NAVSEA – Kurt Doehnert
- During the meeting the dates of 13-14 Nov were suggested. Due to a conflict with the 3d Manufacturing Forum which is 13 November, the Laser de-coating forum is now scheduled for 20-21 November.
- Sam Stuart, NSWC Crane, provided an information brief on the work that they are currently performing in the area of battery storage capacity. Sam stated that the three main areas they focus on are:
- Chemistry
- Improving Efficiency
- Battery ManufacturingHe discussed current challenges with efforts to improve battery storage and some areas they are working to potentially improve battery storage performance. Sam also stated that due to fiscal limitations, Crane is not able to perform on what he termed “Beyond State of the Art” battery technology. He stated that NSWC Crane’s most productive efforts are within the $5-10M range.
- Brad Hartman at FRC-East provided a brief titled “Status of NAVAIR Composite Heat Damage Projects”. The brief described five active composite heat damage projects:
- Laser Induced Fluorescence (LIF) Non-Destructive Evaluation (NDE) for assessment of incipient heat damage in composite aircraft components
- Thermal Degradation of BMI: NDE Verification & Validation
- Calibration of Portable LIF NDE for composite heat damage assessment
- Assessment of fuel system failure effects on military aircraft
- LIF NDE Gen II Transition
- Ed Harris and Justin Massey at FRC-SW conducted a presentation on “Handheld Fourier Transform Infrared spectroscopy (FT-IR) for Detection of Incipient Heat Damage in Carbon Epoxy (C/Ep) Composites”. This is an ongoing project to demonstrate existing hand-held FT-IR technology capability to effectively inspect composite materials for incipient heat damage at the surface.
- The CTMA presentation on “An overview of activities to evaluate Tri-Chrome from traditional Hex Chrome applications” was pushed to October due to meeting time restraints.
New Business:
- The Air Force mentioned that they were considering adding NDI capability to the robotic arms they have developed for laser de-painting.
- The next JTEG teleconference is 1:00 pm EST on 29 October.
Review of New Action Items:
- Laser De-Coating Forum: Coordinate with the military Service representatives and NCMS to identify presenters and panel members, build briefs, and operate the audio-visual. (Action: LMI Lead)
- CTMA to present an overview of activities to evaluate Tri-Chrome from traditional Hex Chrome applications. (Action: OSD and CTMA)
